Le gouvernement fédéral et les provinces concluent un accord en juin 1985 par lequel le gouvernement fédéral accepte de se retirer du domaine des loteries, de modifier le Code criminel et d'annuler toute loi existante l'autorisant à organiser des loteries. [...] En exécution de l'accord, l'article 190 du Code criminel est modifié en décembre 1985, ce qui met fin à la disposition selon laquelle le gouvernement fédéral est autorisé à mener des activités de loterie.
