The Canada-Ontario Special Agreement for the Completion and Full Development of the French-Language Colleges in Ontario (La Cité collégiale in Ottawa, the Collège Boréal in Sudbury and the Collège des Grands Lacs in Toronto) was signed in April 2000. The agreement is spread over a five-year period, from 1999-2000 to 2003-2004.
