The continued absence of a national government authority to ensure flight safety for international air transport operating through the Mogadishu FIR led to the creation of this project which commenced operations formally in March 1996. ... The Civil Aviation Caretaker Authority aims to address the provision of air traffic services, the rehabilitation of designated airports in Somalia in conjunction with UN humanitarian and relief operations, and the establishment of an interim organizational structure, including the training of Somali national staff.
