The Common Effective Preferential Tariff (CEPT) is the main instrument for setting up an ASEAN Free Trade Area (AFTA) by the year 2003. The CEPT Scheme is an arrangement among ASEAN countries to reduce intra-regional tariffs and remove non-tariff barriers over a 10-year period beginning on 1 Jan 1993. The objective of the scheme is to reduce tariffs on eligible products to 0-5% by 2003. ASEAN comprises Brunei Darussalam, Indonesia, Malaysia, Philippines, Thailand, Singapore and Vietnam. Laos and Myanmar had implemented the CEPT Scheme on 1 Jan 98. In this regard, both these countries will aim to reduce tariffs on eligible products to 0-5% by 2008.

En juillet 1995, le Vietnam est devenu le septième membre de l'ANASE (Association des nations de l'Asie du Sud-Est). Les membres de la zone de libre-échange de l'ANASE (ZLEA) veulent faire de cette région la zone commerciale la plus concurrentielle du monde. Aux termes d'un processus d'harmonisation appelé TPEC (Tarif préférentiel effectif commun), les tarifs intrarégionaux, en particulier ceux qui s'appliquent aux biens manufacturés, seraient réduits à zéro ou à cinq pour cent d'ici 2003.
