The IDC on CBM (Interdepartmental Committee on competency-Based Management) was struck in 1996 as a forum to assist in building and clarifying the application of CBM in the federal Public Service by sharing departmental CBM experiences, models, processes and tools. The Terms of Reference for the IDC on CBM sets the direction for the Committee to 2006.
