The DND/CF Framework for Managing Legal Risk recognizes that risk must be managed in a comprehensive manner. In so doing, it also recognizes that risk management is much more than litigation management. It starts form the premise that we cannot manage what we have not identified. Establishing aims and objectives, identifying issues early on, collecting and identifying relevant information, establishing and dealing with risks: this is the essence of legal risk management.

Le cadre de gestion des risques juridiques du MDN/des FC tient compte du fait que les risques doivent être gérés intégralement. Ainsi, il tient aussi compte du fait que la gestion des risques est beaucoup plus vaste que la gestion des litiges. Son principe de base est simple : il est impossible de gérer ce qu'on ne connaît pas encore. Établir des buts et des objectifs, déterminer les problèmes le plus rapidement possible, recueillir et reconnaître les renseignements pertinents, ainsi que déterminer les risques et y réagir constituent l'essence même de la gestion des risques juridiques.
