The Mackenzie Valley Resource Management Act (MVRMA) came into being in 1998 as a result of the Gwich'in and Sahtu Comprehensive Land Claims Agreements. The Act created co-management boards for both the Gwich'in and Sahtu settlement areas and it established the Mackenzie Valley Land and Water Board (MVLWB). The Board's Vision for itself is to be: A forum for regional decision making, ensuring effective participation of residents in the use, protection, and benefits of the lands and waters of the Mackenzie Valley. To fulfill this vision, the Board seeks to communicate to stakeholders all the information necessary for them to participate where possible.

L'Office des terres et des eaux de la vallée du Mackenzie remplit trois fonctions principales, soit l'aménagement des terres transfrontières et l'utilisation des eaux dans la vallée du Mackenzie, l'émission des permis d'aménagement du territoire et des permis d'exploitation hydraulique à l'extérieur des zones faisant l'objet de revendications territoriales réglées dans la vallée du Mackenzie, ainsi que la présentation de directives touchant les questions de politiques générales ou les question concernant l'utilisation des terres et de l'eau ou le dépôt de déchets, qui doivent faire l'objet d'une application uniforme à la grandeur de la vallée du Mackenzie. Cet office fut créé en vertu de la Loi sur la gestion des ressources de la vallée du Mackenzie.
