In September 1996, Solicitor General Canada and Justice Canada organized a National Forum on Organized Crime, bringing the police, federal and provincial governments, the private sector, the legal community, and academics together. At that time, it was clear that Canada needed a more coordinated approach to fight organized crime, and participants recommended more national coordination in areas like money laundering, cross-border controls, and criminal intelligence and law enforcement.

En septembre 1996, le ministère du Solliciteur général et le ministère de la Justice du Canada ont organisé un forum national réunissant des représentants de la police, des gouvernements fédéral et provinciaux, du secteur privé, des milieux juridique et universitaire. À ce moment-là, il a été clairement établi que le Canada avait besoin d'une stratégie plus coordonnée de lutte contre le crime organisé. Les participants se sont entendus sur la nécessité d'une structure de coordination nationale dans les secteurs tels que le blanchiment d'argent, le contrôle des mouvements transfrontaliers, les renseignements de nature criminelle et l'application de la loi.
