The National Pharmaceutical Strategy Office was founded in 1992 in response to a directive from the provincial ministers of health to "develop a national strategy for rational and cost-effective development, regulation and use of pharmaceuticals in Canada. A summary report to the deputy ministers of health in December 1994 addressed three areas with respect to pharmaceuticals: research and development, access and use.
