The Palestine National Council, or PNC, is the legislative arm of the Palestine Liberation Organization and the supreme legislative institution for the Palestinian people. It meets roughly every two years as a parliament. The PLO and all other Palestinian organizations that claim a voice for Palestinians ostensibly operate under the umbrella of the Palestine National Council. The Council, whose structure and rules are set out in the Palestine National Covenant, was created by the Arab League in Cairo in 1964 but has since shed its subservience to the League.

Le CNP : Le Conseil national palestinien, parlement en exil. Fondé en 1964 à Jérusalem-Est, en même temps que l’OLP dont il est l’organe suprême, le CNP compte officiellement 618 sièges, dont 188 réservés aux Palestiniens de « l’intérieur ». Organe politique suprême de l’OLP (Organisation de libération de la Palestine), le CNP représentait la société civile palestinienne, les syndicats, l’Armée de libération et toutes les fractions de la centrale, y compris les opposants au processus de paix. Depuis la mise en place de l’Autorité palestinienne, il a perdu de son poids mais garde une importance symbolique car il représente aussi les millions de réfugiés palestiniens.
