On July 11 1916, Camp Borden was officially opened by the Minister of Militia and Defence, Major General Sir Sam Hughes, KCB, MP. At that time, Camp Borden consisted of 27.5 square miles of tree stumps and blowing sand. In the 1930s activity on the base increased when it became the headquarters of the first armoured school, headed by the then Major F.F. Worthington.

À l'époque, le Camp consiste en 27,5 milles carrés de souches et de sable poudreux. Durant les années 30, on voit les activités de la base s'intensifier lorsqu'elle devient le Quartier général de la première école de l'arme blindée dirigée alors par le Major F.F. Worthington.
