A brain-child of UNDP, the TOKTEN programme was initiated in 1977 to compensate for the ill effects of the "brain drain" syndrome through the concept of bringing back talents to their home country. Throughout its existence, TOKTEN has proven to be a cost-effective and innovative modality to transfer knowledge to over 30 developing countries in a wide spectrum of fields. TOKTEN funds the services of expatriate national experts for well prepared short-term assignments, usually one to three months, with selected host institutions in the government, academic and research institutions, private sector and non-governmental organisations in developing countries. The global TOKTEN programme is under the overrall management of the United Nations Volunteers based in Bonn, Germany.

La traduction du sigle anglais «TOKTEN» se lit comme suit : «Transfert des connaissances par l'intermédiaire des expatriés nationaux». Dans ce cadre, les professionnels expatriés qualifiés des pays en développement retournent dans leur pays d'origine pour des missions de courte durée afin de partager les connaissances qu'ils ont acquises à l'étranger. Les consultants TOKTEN effectuent des missions qui seraient autrement confiées à des experts internationaux. Les consultants TOKTEN se portent volontaires, et ils sont souvent motivés par le désir de prendre part aux développement de leur pays d'origine.

TOKTEN, por sus siglas en inglés, significa Transferencia de Conocimiento a través de la Comunidad de Expatriados. En este marco, expatriados calificados de países en vías de desarrollo regresan a su país de origen por cortas estadías para compartir o impartir las competencias que hayan obtenido durante su residencia en países desarrollados. Los consultores de TOKTEN realizan trabajos que de otro modo serían efectuados por consultores internacionales; y ofrecen sus servicios como voluntarios, generalmente motivados por un sincero interés en colaborar con el desarrollo de su país de origen.
