Established in 1987 by the four "Parties" (Environment Canada, United States Environmental Protection Agency, Ontario Ministry of the Environment and New York State Department of Environmental Conservation). Consists of the Niagara River Declaration of Intent signed by the four "parties", and a Work Plan which is updated annually. The goal: "to achieve significant reductions of toxic chemical pollutants in the Niagara River".

Le Plan a été établi en 1987 par les quatre Parties (Environnement Canada, l'Environmental Production Agency des États-Unis, le ministère de l'Environnement de l'Ontario et le Department of Environmental Conservation de l'État de New York). Il comprend la déclaration d'intention sur la rivière Niagara qui a été signée par les quatre «Parties», ainsi qu'un plan de travail qui est mis à jour tous les ans. Le but : «est de réduire considérablement les concentrations de polluants chimiques toxiques dans la rivière Niagara».
