Administrative controls can limit an employee's exposure to a hazard by reducing the time of potential exposure. Administrative controls are usually implemented when exposures cannot be controlled through engineering procedures, or where controls at the source are impractical.

One such method of control involves the arrangement of work schedules so that the exposure duration is minimized. ... [For example, where] the exposure limit is exceeded for a worker in one shift, the job can be assigned to more than one worker so that each individual's length of exposure is within the permissible limit. ... A second approach is to schedule hazardous operations or processes during a shift when fewer employees are present to minimize the number of workers exposed.

Le terme "contrôle", qui possède la connotation d'une autorité qui réglemente, qui impose des restrictions à l'activité qu'elle est chargée de surveiller de façon à l'empêcher de prendre des libertés qui lui permettraient d'échapper à sa surveillance (référence : source DADIF) recèle, à notre avis, un petit côté "police" qui l'éloigne de la notion qu'il est sensé désigner.
