A smoke-free policy is one that limits or eliminates the use of smoke-producing tobacco. The primary concern of a smoke-free policy is secondhand smoke. A tobacco-free policy limits or eliminates the use of any tobacco product, including, but not limited to, spit tobacco, snus, other “smokeless” products, hookah, etc. The primary concern of a tobacco-free policy is overall health and ethical behavior of the institution. A tobacco-free policy also addresses tobacco sales, marketing, and sponsorship. The acceptance of tobacco industry funding is not allowed. Some tobacco-free policies have also required the college or university to divest all stocks held in tobacco companies ... "Tobacco free" emphasizes the health of all, including the user. "Smoke free" is primarily about the health of other people (due to secondhand smoke exposure).

[...] le nouveau règlement [anti-tabac] cause de gros maux de tête à notre réseau national. Qu'arrivera-t-il aux fumeurs créatifs mais impénitents? Que fera-t-on des méchants journalistes de l'extérieur qu'on invite à des visionnements et qui fument? Aux dernières nouvelles, la direction essaie de «tabagiser» la salle Jean-Desprez pour ses rencontres de presse. Il a été question de louer une résidence à l'extérieur pour organiser des visionnements de presse. Le hic, c'est que la politique anti-fumée s'applique à tous locaux loués par Radio-Canada. Ce qui signifie que le centre Pierre-Charbonneau, qui sera transformé en studio pour le soir des élections [...], sera aussi soumis à la loi anti-fumée. [...] Il y a un «aquarium» pour fumeurs à la cafétéria au rez-de-chaussée. Ce fut, à une époque, le seul endroit où on pouvait en griller une légalement.
