On peut dire que dans de tels endroits la biodiversité est conservée in situ, mais on peut se poser la question suivante : ce pourcentage est-il suffisant pour respecter les objectifs de la Convention sur la diversité biologique? D'ailleurs, un des objectifs nationaux à long terme du Plan vert était de protéger 12 % du territoire canadien, mais le budget du Plan vert a été réduit de 24 % en 1992, et le Plan lui-même a été abandonné en 1995.
