Yet the commercial viability of farming in these areas has been increasingly dependent upon various headage payments which have led to environmental degradation through over-grazing. Under Agenda 2000, one headage payment (the Hill and Livestock Compensatory Amount or HLCA) is to be switched to an area basis. This represents a partial attempt to decouple support from production incentives and may reduce environmental damage. La modification récente du mode d'octroi de l'ICHN [Indemnités Compensatoires de Handicaps Naturels] (passage d'une aide à la tête de bétail à une aide à l'hectare, plafonnée à 50 hectares par exploitation), intervenue suite à une modification des règles européennes relatives au développement rural, semble plutôt favorable sur le plan environnemental. Pour prétendre à cette aide, les agriculteurs doivent s'engager à poursuivre une activité agricole en zone défavorisée pendant une période minimale de 5 ans.
