A shore-based person who has the oversight and charge of all vessels belonging to a shipping company and is directly responsible to the managing director for the care, maintenance and upkeep of ships and the manning of the deck department. He is also responsible for the docking and unlocking of vessels and supervises the loading and discharging of cargo. In practice, one of the senior captains of the company is usually selected for this post.
