... A scheduled disposal system is the most satisfactory method for controlling the accumulation of records. This system involves various changes in the existence of the records and the objectives of such changes are: (a) to provide economical storage for dormant records; (b) to dispose of the obsolete and useless records; and (c) to identify and preserve the important and valuable records.
