Ce concours est aussi ouvert aux unilingues. Ils doivent cependant consentir par écrit à entreprendre, aux frais de l'État, immédiatement après leur nomination conditionnelle, et à plein temps, un cours de langue dispensé par le Bureau des langues de la Commission de la Fonction publique ou par un organisme approuvé par ce dernier.
