This service framework, offered by Canada Economic Development for Québec Regions, was set up to better support the growth of small and medium-sized businesses in innovation, exporting and entrepreneurship. Its advisors act as veritable information brokers and provide these businesses with special access to data banks and many specialized services. Small Business Access Centres can also provide businesses with supplementary financial support.

Pour mener à bien sa mission de promouvoir le développement économique des régions, Développement économique Canada pour les régions du Québec concentre dorénavant son action sur les petites et moyennes entreprises (PME). Pour mieux soutenir leur essor en région, Développement économique Canada pour les régions du Québec a renouvelé son cadre d'opération autour d'un nouveau concept : Centraccès PME. Il s'agit de 13 bureaux d'affaires répartis dans l'ensemble du Québec mettant à profit l'expertise du gouvernement fédéral dans des domaines essentiels à la croissance des entreprises : le développement des marchés, l'innovation technologique, la recherche et le développement, le design, l'entrepreneurship et le climat des affaires.
