On February 5, 2001, Prime Minister Jean Chrétien announced the creation of the Office of Critical Infrastructure Protection and Emergency Preparedness (OCIPEP) which encompassed the functions of the former Emergency Preparedness Canada. "The protection of Canada's critical infrastructure from the risks of failure or disruption is essential to assuring the health, safety, security and economic well-being of Canadians," said the Prime Minister. In December 2003, Prime Minister Paul Martin announced that OCIPEP would be integrated into a new department, Public Safety and Emergency Preparedness Canada (PSEPC).

The Cover Crop Protection Program (CCPP) is a national initiative that provides financial assistance to Canadian producers who are unable to seed commercial crops due to spring flooding or excessive field moisture. Objectives of the CCPP are to: improve the capacity of affected farmers to meet increased costs associated with land restoration and improvement due to flooding; improve short-term cash flow concerns for farmers; recognize the hardships faced by farmers due to flooding; and help reduce further soil erosion by enabling farmers to re-seed affected lands, bringing them back into production.
