A person who is licensed by a Commission to administer and enforce the applicable rules of racing at a race-course.

CONT

Horse racing and harness racing. Each meeting is presided over by stewards approved by the Jockey Club (usually three in number), whose duty it is to see that the rules of [horse] racing are observed during the meeting. They have the power to hear objections to the winner on any grounds, and to fine or suspend a jockey for crossing, jostling, bumping, boring, or other forms of foul riding. They can also order saliva and other dope tests to be taken and report their findings to the stewards of the Jockey Club.

Equestrian sports. The steward inspects the bridles, saddlery and dress of each horse and rider before they enter the arena.
