«Si le gouvernement de fait remplace l'ancien gouvernement légal entièrement effondré, on dit qu'il est général, car il commande sur tout le pays; on le désigne au contraire du nom de local lorsqu'il coexiste avec le gouvernement antérieur, les deux organismes se disputant le pouvoir et dominant chacun dans une portion différente de l'État.»
