Nouveau programme qui aide les ministères à recycler les chlorofluorocarbures (CFC) utilisés dans la fabrication des appareils de réfrigération (les refroidisseurs d'eau et les climatiseurs) et à conserver ou remplacer ceux-ci. Ce programme est offert aux clients de Travaux publics et Services gouvernementaux Canada par la Division des services techniques de la région de l'Atlantique. Le programme a été créé à la suite d'une entente internationale, le Protocole de Montréal, aux termes duquel les substances menaçant l'ozone, comme les CFC, seront interdites d'ici le 1er janvier 1996.
