In June 1998, the Common Look and Feel Working Group (CLFWG) was established, under the direction of Treasury Board Secretariat Internet Advisory Committee. The CLFWG was made up of 75 individuals with expertise in fields related to the use of electronic media as a tool for information dissemination. It included Web developers, communications experts, publishers, information technology professionals and information designers. En juin 1998, on créait le Groupe de travail sur la présentation uniforme (aujourd'hui le Groupe de travail sur la Normalisation des sites Internet (NSI) sous la direction du Comité consultatif du Secrétariat du Conseil du Trésor sur Internet. Le GTNSI était formé de 75 personnes possédant une expertise dans un domaine lié à l'emploi des médias électroniques comme outils de diffusion d'information : développeurs HTML, experts en communications, éditeurs, professionnels de la technologie de l'information et concepteurs d'information.
