The Agreement on Government Procurement (GPA) is to date the only legally binding agreement in the WTO focusing on the subject of government procurement. Its present version was negotiated in parallel with the Uruguay Round in 1994, and entered into force on 1 January 1996. It is a plurilateral treaty administered by a Committee on Government Procurement, which includes the WTO Members that are Parties to the GPA, and thus have rights and obligations under the Agreement.

Official of the Meteorological Service of a WMO [World Meteorological Organization] Member who is stationed at a main seaport with the tasks of maintaining liaison with weather observers on board ships, checking instruments, providing advice, and contacting shipping authorities to enlist their cooperation in operating mobile ship stations.

The Port Meteorological Officer (PMO) is responsible for marine data acquisition and is a liaison between the National Weather Service and marine interests. The PMO's liaison duties provide a communication link between the NWS and marine interests from Lake St. Clair east through Lake Ontario, including Lake Erie. The PMO is also the marine liaison to federal, state and local government agencies including: the U.S. Coast Guard, U.S. Army Corps of Engineers and Department of Natural Resources officials from southeastern Michigan, Ohio, northwest Pennsylvania and western New York.

Par la suite, durant les escales des navires, ils vérifient les instruments afin de veiller à leur bon fonctionnement, réapprovisionnent les observateurs en matériel et examinent les observations enregistrées lors des voyages antérieurs pour corriger les erreurs et éclaircir des points obscurs. Les agents météorologiques de port fournissent aussi sur demande des cartes pilotes, des prévisions météorologiques spéciales et tout autre renseignement météorologique pertinent.
