Signée le 15 janvier 1993 au siège de l'UNESCO à Paris, elle marque dix années d'efforts dans le cadre de la conférence du désarmement des Nations Unies. Il s'agit du premier accord multilatéral de désarmement doté d'un régime de vérification éliminant une catégorie entière d'armes de destruction massive. Cependant, les pays arabes ont refusé de signer la convention parce qu'ils sont convaincus qu'Israël possède l'arme nucléaire. Ils exigent que l'État hébreu signe d'abord le Traité de non-prolifération des armes nucléaires.
