The first compensation program began in 1967 under the Law Enforcement Compensation Act (LECA, 1967). This program provided for awards to peace officers, police officers and firefighters for injuries arising from criminal acts. In 1971, the Compensation for Victims of Crime Act (CVCA, 1971) replaced the LECA and the Criminal Injuries Compensation Board was created. Under the new Act the Board was able to award compensation to any victim of a violent crime that occurred in the Province of Ontario who made a claim to the Board.

Le premier programme d'indemnisation a été lancé en 1967 aux termes de la loi intitulée «Law Enforcement Compensation Act» (LECA, 1967). Ce programme accordait des indemnités aux agents de la paix, aux agents de police et aux pompiers blessés à la suite d'actes criminels. En 1971, la Loi d'indemnisation des victimes d'actes criminels (LVAC, 1971) a remplacé la LECA, et la Commission d'indemnisation des victimes d'un acte criminel violent commis en Ontario pouvait désormais soumettre une demande auprès de la Commission et être indemnisée.
