In Canada, there is a distinction made between "aid to the civil power" and "assistance to civil authorities". The former term refers to military aid provided to the provincial police forces to restore and maintain law and order. The latter term encompasses all other forms of assistance the military gives to the civil community. Examples include search and rescue operations, counter-terrorism response, emergencies (natural and man-induced), fisheries and border protection, humanitarian assistance, counter-drug operations, arms smuggling, illegal immigrants, environmental surveillance and special events.

In the United Kingdom, the term "military aid to the civil authorities" is a broad concept encompassing "military aid to the civil power", "military aid to other government departments" and "military aid to the civil community".

In the United States, the scope of military assistance to civil authorities is more restricted than in other countries. The Northern Dimension concept covers a broad and diverse geographic area, stretching from the arctic and sub-arctic to the southern shores of the Baltic, and from North-West Russia in the East to Iceland and Greenland in the West. The Northern Dimension aims at addressing the special regional development challenges of northern Europe. These include harsh climatic conditions, long distances, wide disparities in standards-of-living, environmental challenges includings problems with nuclear waste and waste water management, and insufficient transport and border crossing facilities. The Northern Dimension is also intended to take advantage of the rich potential of the region, for example in terms of natural resources, economic dynamism and a rich cultural heritage.

The concept of "sustainable development" was first used in the mid-1970s, to suggest a broad policy goal of integrating environmental considerations into economic decisions. In 1980, the International Union for Conservation of Nature and Natural Resources(IUCN), in conjunction with UNEP [United Nations Environment Programme], the World Wildlife fund(WWF), and other organisations, published the World Conservation Strategy(WCS). In the WCS, the current and more complex implication of sustainable development emerged to imply, for example, operational linkages between resource use and sustainable yields, in light of the needs of future generations.

The alternative to depending on training sites for classification is to apply the concept of signature extension. This term refers to the assumption that a single, more or less constant, spectral signature may be defined as characteristic of any class, and that this signature has broad(universal) applicability to any scene in a region, or even worldwide. As a specific example, the signature for winter wheat at its maturation should be essentially the same for fields in the U. S. Great Plains, Argentina, the Ukraine, and Australia-provided such variables as differing air masses, Sun position, soil types, soil moisture, etc. are compensated for. If that proves true, then an unknown feature or class in a given scene anywhere should be classifiable by comparing its spectral properties(for a Landsat pixel, its multiband digital number [DN] values) to a "data bank" containing standard values for each of many classes. The closest fit of the unknown's DN [digital number] values to those of some one class in the bank is assumed to identify it.
