An apnea either as the result of obstruction of the air passages or inadequate respiratory muscle activity. 5, record 1, English, - obstructive%20apnea
Record number: 1, Textual support number: 1 CONT
Apnea, obstructive and central, also has been associated with aspiration of gastric contents. Laryngospasm is manifest as obstructive apnea secondary to reflux. Classically, obstructive apnea occurs within 1 hour after a feed when a patient suddenly stops, becomes apneic, stares, and develops a rigid opisthotonic posture. Continued ineffective respiratory effort is observed, but coughing or gagging is not necessarily present. If this progresses, pallor, cyanosis, and possible hypotonia ensue. The complete obstruction of the larynx impedes air movement, causing an obstructive picture. 6, record 1, English, - obstructive%20apnea
Record number: 1, Textual support number: 1 OBS
This type of apnea often occurs during sleep, when pharyngeal muscle tone is low. Recurrent obstructive apneas during sleep characterize the obstructive sleep apnea syndrome. 7, record 1, English, - obstructive%20apnea

A term introduced by the U. S. S. R. to refer to U. S. nuclear systems that have less than intercontinental range but which, because of their location, could reach targets in the Soviet Union. The U. S. S. R. regards these as strategic and tried unsuccessfully to get them covered first by Salt 1 and then in negotiations on theatre nuclear forces. It sought ’compensation’ for FBS's by being permitted to possess a large number of central systems in her arsenal. Around 1975-1976 the question of FBS's became the touchstone in Europe for the USA's sympathy for its NATO allies during the Salt II negotiations. 2, record 10, English, - forward%20based%20system

Suppose at conversion time the ECU [European Currency Unit] trades for $1. 10 in the market, while the value of the component currencies at ECU central rates is $1. 08. Then it is obvious that 1 market ECU=1. 10/1. 08=1. 0185 central rate ECUs. And a euro would cost $1. 10 if euros were exchangeable one-for-one with market ECUs, or $1. 08 if euros were exchangeable one-for-one for central rate ECUs. The strong attractive force that links two atoms of a chemical compound. The first explanations of the nature of these bonds were advanced by G. N. Lewis and W. Kossel. Two major types of bonds were proposed. 1. The ionic or electrovalent bond(following the transfer of one or more electrons from one atom to another to create ions). 2. The covalent bond(a bond that results when atoms share electrons). The central idea in their work on bonds is that atoms without electronic configurations of noble gases generally react in way that produces such configurations. 2, record 24, English, - chemical%20bond

Enzymes act by binding together on their surfaces the potential partners of a chemical reaction, thus greatly speeding up the rates at which these reactants can collide and undergo a chemical reaction. In enzyme-catalyzed reactions, certain key atoms of the enzyme often directly participate by temporarily forming chemical bonds with the participating reagents (called enzyme substrates), thereby forming metastable chemical intermediates that have a heightened potential for chemical reactivity. 3, record 24, English, - chemical%20bond

3, record 24, French, - liaison%20chimique

The X-Men are a fictional Marvel Comics superhero team. Created by Stan Lee and Jack Kirby, they debuted in the X-Men n° 1, published in september 1963. The central theme of the series is that the X-Men are superheroes who acquired their powers from birth rather than through incident or design(similar to the Fantastic Four, Spider-Man, and Captain America). Most of them are initially teenagers who learn how to use their powers at a special school run by Professor Charles Xavier(though the "school" takes the feel of a military academy given that the X-Men's powers are used mainly for conflict and are often sent into battle). The X-Men are fictitious mutants who, as a result of a sudden leap in evolution, are born with latent superhuman abilities that generally manifest themselves at puberty. 1, record 26, English, - X%2DMen

The Treaty on Open Skies entered into force on January 1, 2002, and currently has 34 States Parties. It establishes a program of unarmed aerial surveillance flights over the entire territory of its participants. The treaty is designed to enhance mutual understanding and confidence by giving all participants, regardless of size, a direct role in gathering information about military forces and activities of concern to them. Open Skies is one of the most wide-ranging international efforts to date promoting openness and transparency of military forces and activities. The concept of "mutual aerial observation" was initially proposed by President Eisenhower in 1955; the treaty eventually signed was an initiative of President(and former Director of Central Intelligence) George H. W. Bush in 1989. Negotiated by the then-members of NATO and the Warsaw Pact, the agreement was signed in Helsinki, Finland, on March 24, 1992. The United States ratified it in 1993. 3, record 30, English, - Open%20Skies%20Treaty

Since then, in continental Europe, with a few exceptions, you no longer have to correct your watch when you pass from one country to another; they all use the same time, which is referred to as Central European Time(CET).... During recent years, it has been decided to shift the time during the summer period. norther : The term has several specific applications :1) In the southern United States, especially in Texas(Texas norther), in the Gulf of Mexico, in the Gulf of Panama away from the coast, and in Central America(norte), the norther is a strong cold wind from between northeast and northwest. It occurs between November and April, freshening during the afternoon and decreasing at night. It is a cold air outbreak associated with the southward movement of a cold anticyclone. It is usually preceded by a warm and cloudy or rainy spell with southerly winds. The norther comes as a rushing blast and brings a sudden drop of temperature of as much as 25°F in one hour or 50°F in three hours in winter. 2) The California norther is a strong, very dry, dusty, northerly wind that blows in late spring, summer, and early fall in the valley of California or on the West Coast when pressure is high over the mountains to the north. It lasts from one to four days. The dryness is due to adiabatic warming during descent. In summer it is very hot. 3) The Portuguese norther is the beginning of the trade wind west of Portugal. 4) Norther is used for a strong north wind on the coast of Chile that blows occasionally in summer. 5) In southeast Australia, a hot dry wind from the desert is called a norther. 3, record 39, English, - norther

FAR (floor area ratio): the gross floor area of the building to the area of the lot on which it’s built. Each zoning district classification contains an FAR limit. A building can contain floor area equal to the lot area multiplied by the floor area ratio (FAR) of the district in which the lot is located. In a zone where the permitted FAR is a maximum of 1.0, a 40,000 sq foot lot (approximately an acre) could have 40,000 sq ft building. Staying within the Far limit, a developer might build a 4-story building at 10,000 sq ft per floor, or a 2-story building at 20,000 sq ft per floor. Height rules permitting, it could also be a 10-story building at 4,000 sq feet per floor. If the FAR is 4.0 (the greatest FAR currently permitted in Cambridge), the same lot could have a 160,000 sq ft building. Parking areas, cellar space, floor space in open balconies, elevator or stair-bulkheads, and other non-habitable space within the building do count as part of the FAR. 2, record 41, English, - floor%20area%20ratio%20limit

In France, the central government sets a national Floor Area Ratio limit of 1, and 1. 5 in the Paris region(the Plafond Légal de Densité). Regardless of what density is permitted in a local POS or ZAC, developers who wish to build above the nationally permitted FAR must purchase the rights to do so from the municipality. This system is technically a form of betterment recoupment, since it applies to land whose value has been raised primarily because of planning and zoning allowances. 1, record 41, English, - floor%20area%20ratio%20limit

In reference to monohydric alcohols, amines, and a few related compounds, this term [primary], together with secondary and tertiary, describes the molecular structure of isomeric or chemically similar individuals. Monohydric alcohols are based on the methanol group,-C-OH, in which three of the bonds [up, down and left side] of the methanol carbon may be attached either to hydrogen atoms or to alkyl groups.... A secondary alcohol has two alkyl groups and one hydrogen.... The three types can be readily identified by the number of hydrogen atoms attached to the central(methanol) carbon atom : if it is 2 or more, the alcohol is primary; if 1, it is secondary; and if zero, it is tertiary. For example, CH3CH2OH; is primary;(CH3) CHOH; is secondary;(CH3) 3COH is tertiary. 1, record 48, English, - secondary%20alcohol

1, record 61, French, - ellipso%C3%AFde%20de%20d%C3%A9formation

Tax increment financing(TIF) offers a development tool for local governments to finance redevelopment projects for central business districts. TIF programs use increased property tax revenues generated by redevelopment to finance a portion of the costs associated with the project. Some advantages of TIF are :1. Significant capital is provided to economically feasible development projects. 2. Tax revenues collected prior to the development program are retained. 3. Property owners do not pay more than the normal tax burden. 4. Tax increment bonds are not counted against the city's bonded indebtedness. 5. Upon project completion and bond retirement, the full tax base and revenues become available to all taxing bodies. 1, record 75, English, - tax%20increment%20financing
