Impairment of desirability or useful life arising from factors external to the property, such as economic forces or environmental changes which affect supply-demand relationships in the market. The term "economic obsolescence" is most widely and traditionally used, but it is something of a misnomer. All elements of accrued depreciation are "economic" in their impact on utility and value. "Locational obsolescence" is preferred terminology because it is descriptive of the condition that leads to a charge for accrued depreciation or diminished utility. This type of obsolescence is generally classified as incurable due to the immobility of property.

Price cap method of regulation : overall, price caps are a regulatory device which limit or "cap" the price that a telephone company may charge for a particular basket of services. This form of regulation encourages telephone companies to operate more efficiently by allowing the company to increase its profits by becoming more productive. Price cap regulation will replace earnings or rate of return regulation for services in the Utility segment in 1998.

Cette forme de réglementation encourage les compagnies de téléphone à fonctionner de manière plus efficiente en leur permettant d'accroître leurs bénéfices en devenant plus productives.
