A new international idea called "active manpower policy" was introduced in Canada in the 1950s. It involved a stronger government role in labour market adjustment counselling, training and support for mobility. C'est dans les années 1950 qu'est apparue, au Canada, la nouvelle notion internationale dite «politique de main-d'œuvre active» : elle réservait un rôle accru au gouvernement dans les secteurs de l'adaptation au marché du travail, du counselling, de la formation et de l'aide à la mobilité.
