The Anti-Ballistic Missile Treaty (or ABM Treaty) was a treaty between the United States of America and the Union of Soviet Socialist Republics on the limitation of the anti-ballistic missile (ABM) systems used in defending areas against missile-delivered nuclear weapons. On May 26, 1972, the President of the United States, Richard Nixon and the General Secretary of the Communist Party of the Soviet Union, Leonid Brezhnev signed the Anti-Ballistic Missile Treaty. The treaty was in force for thirty years, from 1972 until 2002. On June 13, 2002, six months after giving the required notice of intent, the US withdrew from the treaty.

Au milieu des années 90, devant l'évolution du contexte stratégique et la prolifération grandissante des armes de destruction massive et des systèmes de missiles, le président Clinton a donné son accord de principe à la nécessité d'une défense antimissiles et cherché à aller de l'avant dans le dossier, tout en essayant de rester fidèle au Traité sur les missiles antimissiles balistiques (ABM) de 1972. Conclu par les États-Unis et l'URSS, le Traité ABM visait à limiter les systèmes antimissiles. De fait, la National Missile Defense Act a été entériné en 1999, en vue de déployer un système de défense antimissiles dès que la technologie le permettrait.
