The Great Lakes Action Plan is the Canadian counterpart of a similar U.S. plan, Assessment and Remediation of Contaminated Sediment (ARCS), introduced in 1987 under the direction of the Great Lakes National Program Office of the U.S. Environmental Protection Agency (USEPA).
