Ce terme a été suggéré par le Comité de gestion du Lexique BCF (budgétaire, comptable et financier). Le Comité a également examiné le terme "demande d'affectation de fonds" mais à cause du sens large de "demande", il préfère "proposition". Il est à noter que le terme français s'applique aux propositions soumises au Comité du développement social aussi bien qu'à celles soumises au Comité du développement économique et régional, contrairement à l'anglais.
