Historically, many of the requirements relating to airside operations of vehicle and pedestrian traffic were captured under the prescriptive structure of the ATRs, which were established under the Government Property Traffic Act. The ATRs were supplemented with numerous Transport Canada policy documents, more commonly known as the AK documents, which together made up the framework of what was referred to as the Airside Vehicle Operator's Permit (AVOP) Program.

Du point de vue historique, bon nombre d'exigences relatives à la circulation des piétons et des véhicules sur le côté piste ont été mises en œuvre en fonction des dispositions établies sous le Règlement sur la circulation aux aéroports (RCA) qui a été établi sous la Loi relative à la circulation sur les terrains de l'État. Les dispositions contenues dans le RCA ont été complémentées à l'aide de nombreux documents de politique de Transports Canada communément appelés documents AK lesquels une fois réunis constituaient la structure du programme intitulé : «Programme pour l'obtention du permis d'exploitation de véhicules côté piste ou programme AVOP».
