In 1989, a Plenipotentiary Conference held in Nice recognized the importance of placing technical assistance to the developing countries on the same footing within the International Telecommunication Union (ITU) as the traditional activities of coordination, standardization and international regulation and set up a Telecommunications Development Bureau (BDT) to step up the efforts being made for development in the Third World. The Bureau began its activities at the beginning of 1990.

En 1989, la Conférence de plénipotentiaires de Nice reconnaît la nécessité d'accorder à l'assistance technique fournie aux pays en développement la même importance dans les activités de l'Union internationale des télécommunications (UIT) que dans celle que connaissent traditionnellement la coordination, la normalisation et la règlementation internationale et crée le Bureau de développement des télécommunications (BDT) chargé de renforcer les efforts de développement du tiers-monde. Le Bureau a commencé à exercer ses activités au début de l'année 1990.
