After informal bilateral talks, the United States in 1977 proposed that the two governments establish a bilateral scientific advisory group to try to coordinate and harmonize research activities which were then proceeding independently in both countries. The Canadian side agreed, and in relatively short order the Bilateral Research Consultation Group, the BRCG, was created.

The seeds for an agreement on air quality were sown in 1978, when Canada and the United States established the Bilateral Research Consultation Group (BRCG) to facilitate information exchange, coordinate research, and develop a scientific data base on acid rain. The BRCG's first report in 1979 showed large areas of North America sensitive to acidic deposition (a term used to incorporate both wet and dry deposition of acidic compounds).

La première étape vers un accord sur la qualité de l'air a été franchie en 1978, lorsque le Canada et les États-Unis ont créé le Groupe consultatif de recherche canado-américain (GCR) dans le but de faciliter le partage de l'information, de coordonner la recherche et de mettre sur pied une base de données scientifiques sur les pluies acides. Le premier rapport du GCR, publié en 1979, a montré que de vastes régions d'Amérique du Nord Nord sont sensibles aux dépôts acides (un terme désignant à la fois les dépôts humides et secs de composés acides).
