Procédures de règlement des différends: On accepte entièrement les décisions finales ou on en appelle devant le groupe spécial binational. Ce groupe a le pouvoir de maintenir une décision finale s'il estime qu'elle est fondée et conforme aux lois internes. Il peut aussi renvoyer les décisions devant les autorités chargées d'enquêter pour ce que l'on considère essentiellement comme une ordonnance de nouvel examen ou de révision d'examen. Les décisions finales du groupe lient les deux parties.
