L'adjectif "bilingue" est au singulier, car on veut spécifier que c'est le corps en tant qu'institution qui doit être bilingue et non pas chacun des officiers qui le composent. Ainsi 60% des postes de lieutenant-colonel ou de grades supérieurs et 35% des postes de major ou de capitaine devront être bilingues.
