Professeur à l'école de justice criminelle de l'université Rutgers, dans le New Jersey, George Kelling est devenu célèbre en 1982 après avoir publié avec James Wilson un article sur la théorie du «carreau cassé», selon laquelle on réduit la criminalité en s'attaquant à des désordres apparemment mineurs. C'est lui qui a inspiré la politique du maire de New York, Rudy Giuliani, et celle de sa police. George Kelling vient de développer ses idées dans un livre, «Fixing Broken Windows» (Editions Free Press, 1996).
