Canada's Program of Technical Cooperation with Russia was announced by the Minister of Foreign Affairs at the London G-7 Economic Summit in July 1991. It focuses on training, institution building, and policy advice in sectors which are critical to political and economic reform. It also focuses on supporting the process of reform within Russia, either directly or through strengthening the elements which make reform possible. It operates mostly on a responsive basis, providing funding for projects proposed and developed by Canadian firms, voluntary and other non-government organizations and institutions.
