The establishment of a COMSEC organization in Canada grew out of a need to protect sensitive information transmitted by various agencies of the government, especially External Affairs, National Defence and the RCMP. Prior to 1947 cryptographic keying material was provided by the UK without cost to Canada. A distinctively Canadian code or cipher was frequently suggested, but there were no experts in the field in Canada and wartime conditions were not suitable for training such specialists. 2, record 1, English, - Canadian%20COMSEC

1, record 1, French, - programme%20COMSEC%20canadien
