Announced on October 27th, 1999 by Industry Canada and Public Works and Government Services Canada. Part of Industry Canada's employment equity program, it is being offered to Aboriginal peoples, members of visible minorities, people with disabilities and women, and will provide people in these groups with the skills needed to compete on an equal footing for developmental opportunities and competitions. The program ran until August 2000. Positions were available at both Industry Canada (Ontario region) and Public Works and Government Services Canada (Ontario region).
