Charities can and do charge fees for their charitable programs, but when their fees are high enough that they exclude those in need of the service or provide a return above the break-even point, it raises the question of whether their purpose is indeed charitable. A key to identifying whether a training business or social business is a charitable program in its own right (as opposed to a potentially "related" business) is to determine whether its focus is on helping the clientele or on making a profit. 1, record 1, English, - charitable%20program
