[The Clayton Act] outlawed price discrimination to lessen competition and "tied" contracts .... It banned interlocking directorates designed to lessen competition, and mergers for this purpose formed by acquiring common stocks of competitors. ... the Clayton Act specifically excluded labor as a commodity in the sense of antitrust.
