On May 1, 2006, an Order in Council was issued defining the terms of reference for the Commission of Inquiry ... The Inquiry will be conducted in two stages. During the first stage, the Commissioner will hear voluntary testimony from the families of the victims. Stage two will deal with matters set out in clause (b) of the Order in Council.
