Council Communism formed a distinct tendency beginning in WWI and continuing through the current period, though the original councilists had no significant organizational presence after the dissolution of the KAPD (German Communist Workers' Party).

Le conseillisme ou communisme de conseils désigne une théorie ainsi qu'une pratique adoptées par différents mouvements politiques, de manières parfois contradictoires, au début du XXe siècle. L'origine et la référence de ces mouvements se trouvent, selon les luxemburgistes, dans les conseils ouvriers, de paysans ou de communes qui se sont créés en Russie («soviets») en 1905 et en 1917, en Allemagne lors de la Révolution de 1918-1919, en Italie avec l'expérience des conseils ouvriers de Turin (1919) et en Hongrie en 1956. Le communisme de conseils s'oppose donc au «communisme de parti».
