Théories du comportement de conformité. Les théories sous-jacentes à ces programmes reflètent deux approches gouvernementales différentes de la conformité, souvent désignées par l'expression «le bâton et la carotte», dont la combinaison a pour but d'encourager et d'imposer un changement de comportement. La carotte (activités de promotion de la conformité) et le bâton (menaces d'une mesure d'application visant les transgresseurs) sont fondés sur deux modèles de comportement : le modèle rationaliste et le modèle normatif.
